How Much Do PEI Teachers Make in 2026?

Prince Edward Island is currently hiring people with a high school diploma to supervise classrooms, and paying them $153.14 a day to do it. A certified substitute standing in the same room earns $276.30. That gap isn't a policy preference — it's what happens when a province runs out of certified teachers to call.

This post breaks down the actual 2026 salary grid from the PEITF collective agreement, explains the restricted Certificate VII track that most salary guides skip entirely, covers the administrative allowances, and gets specific about who's hiring on the Island right now.

🔍 Why Is PEI Teacher Pay Worth Looking At Right Now?

Two reasons, and both come down to timing.

First, the grid moves in four weeks. The current Memorandum of Agreement between the Education Negotiating Agency and the PEI Teachers' Federation runs September 1, 2024 to August 31, 2027 and pays out in six separate increments: 1.75%, 1%, 1.5%, 1%, 1%, and 1%. The scale you're looking at today took effect February 1, 2026. A new one kicks in September 1, 2026. If you're negotiating a start date or comparing offers this month, you're looking at two different grids depending on which side of Labour Day you sign.

Six raises over three years sounds generous until you compound them: about 7.4% total. That's a deal designed to look like movement.

Second, supply. The Public Schools Branch serves more than 19,000 students across 56 schools with over 4,000 employees, and PEI has been openly recruiting non-certified classroom supervisors — a role that requires a high school diploma or equivalent and no provincial teaching certificate. The province isn't short of classrooms. It's short of people licensed to stand in front of them.

The one bright spot is French. PEI's $2,000 tuition credit plus a $3,000 signing bonus for UPEI's one-year French second-language B.Ed. students, starting with the May 2026 cohort, is a rare example of an incentive that worked: UPEI's French teacher program has doubled its enrolment and the Public Schools Branch has hired more than 50 French teachers.

📊 What Does the PEI Teacher Salary Grid Actually Pay?

Pay on the Island is set by certificate level (approved years of post-secondary study) and then by step (years of experience). Here is the academic scale in effect right now, effective February 1, 2026 through August 31, 2026:

Certificate II and Certificate III sit outside the step structure entirely, on flat salaries of $56,910 and $67,357 respectively. No steps, no progression, no top of scale — just a number.

The clear winner is Cert VII step 10 at $115,588, which is competitive with anything in Atlantic Canada and beats the top of the Newfoundland and Labrador scale by roughly $9,000. The clear loser is Certificate II at $56,910 flat. You can teach on that certificate for fifteen years and earn exactly what you earned in year one.

On September 1, 2026, every number above goes up 1%. Cert IV step 1 becomes $60,155; Cert VII step 10 becomes $116,744. Worth knowing before you sign anything dated August 31.

🎓 How Does the Certificate VII "Restricted Grid" Actually Work?

This is the part almost nobody explains, and it's worth real money.

PEI operates a restricted pay grid at Certificate VII for specific specialty areas. To sit on it you need two things: a Certificate VII as approved by the Registrar, and an assignment where at least 60% of your duties fall in one of these areas:

School Counsellors
School Psychologists
Resource
School Administrators
French Immersion / French First Language

Here's the catch, stated plainly in the agreement: if you leave the assignment, you are no longer eligible. Your pay is attached to the job, not to you. Move from a 65% resource assignment to a 55% one and the grid moves with it — downward. It's the only part of the PEI agreement where a scheduling decision made by someone else can cost you five figures.

Practically, this makes French immersion and resource the two highest-leverage specialties on the Island. It also explains why the province is throwing signing bonuses at French B.Ed. students: those roles sit on the best grid PEI has, and they still can't fill them.

📍 What Do Substitutes and Administrators Earn?

Substitute pay in PEI is formula-driven, not negotiated line by line. The certified substitute daily rate is set at 80% of step 1 Certificate V divided over 196 days:

A non-certified substitute earns 55% of what a certified one does for standing in the same classroom. That is the entire teacher shortage expressed as a single ratio.

One genuinely good clause: once the employer confirms in writing that an assignment will run more than 20 consecutive school days, a substitute gets a fixed-term contract — which moves them onto the salary grid with benefits. If you're subbing on the Island, that 20-day threshold is the number to watch.

Administrative allowances stack on top of base salary:

Vice-principal: 6% of your salary position, plus 60% of the principal allowances
Principal: a basic allowance of 12% of your salary position, plus roughly $499 per FTE teacher for the first 20 supervised, ~$251 for the next 30, ~$126 for the rest, and ~$63 per FTE in the educational assistant, youth service worker, custodial and secretarial groups
Lead Consultant: $13,201
Instructional Leader / Education Authority Consultant: $10,560 (Department Heads receive the 40% minimum)
Area Coordinator: $3,454

A Cert VII step 10 principal supervising 25 teachers clears roughly $139,000 before the per-FTE amounts on support staff. That is real money in Charlottetown.

💼 What Does a PEI Teaching Career Actually Look Like Over 10 Years?

Realistic trajectory for someone entering with a B.Ed. and landing around Certificate V:

Years 1–2: Substitute list, then term contracts. $276/day when working, moving to $67,692–$70,881 once you're on a fixed-term contract.
Years 3–5: Permanent contract, steps 3–5. $74,070 to $80,467. This is where most teachers plateau if they stop taking coursework.
Years 5–8: Master's or additional approved study moves you to Cert VI or VII. Same step, roughly $10,000–$15,000 more per year. This is the single highest-return decision available to you.
Years 8–12: Top of scale at $109,564 (Cert VI) or $115,588 (Cert VII), or a move into resource, counselling or French immersion on the restricted grid.
Years 10+: Vice-principal or principal, adding 6% or 12% plus per-FTE allowances.

The gap between certificate levels is far bigger than the gap between steps — roughly $4,000–$6,000 per certificate level versus about $2,800 per step. Upgrading beats waiting. It's not close.

🚀 What Should You Actually Do If You Want to Teach in PEI?

1. Get on the substitute list first, even if you want permanent. The agreement gives initial consideration to applicants already on the employer's substitute list. Postings on JobsPEI move fast and the list is your foot in the door.

2. Apply to both authorities. PEI has two: the Public Schools Branch (English) and la Commission scolaire de langue française. They hire separately. Most applicants only try one.

3. If you have any French, lead with it. It's the shortest path to the restricted Cert VII grid and the only area currently attached to cash incentives.

4. Get your certificate evaluated by the Registrar before you negotiate. Your certificate level is the single biggest determinant of your pay, and it's assigned based on approved study — not on what your transcript says. Do this early; it takes time.

5. Watch the 20-day rule. If you're subbing and an assignment is trending long, confirm in writing whether it will exceed 20 consecutive school days. That's the line between a daily rate and a contract with benefits.
